WELCOME TO POOL/PACT, A MEMBER-BASED POOL & COMPENSATION TRUST

This website serves as a portal to serve our members. The Nevada Public Agency Insurance Pool (POOL) was formed in 1987. By pooling resources, Nevada public entities discovered that they could obtain property casualty coverage at a reasonable cost, and access risk management resources superior to those previously offered to smaller, rural municipalities. The Public Agency Compensation Trust was formed in 1996 to provide workers compensation coverage. POOL/PACT members include counties, cities, school districts, special districts and towns. Every member actively manages the risks encountered as a public agency.

    POOL/PACT’s Mike Van Houten has received the Nevada Center for Entrepreneurship and Technology’s Public Sector Innovation Award for his work on the organization's e-learning platform. This award highlights his innovative contributions to public wellbeing through technology. Van Houten's efforts have significantly advanced learning and development opportunities for POOL/PACT member-entities and Nevada public employees.

    2025 HR-Related Legislation Tracking

    The 83rd session of the Nevada Legislature began today, February 3, 2025, and will end on June 2, 2025.  As during previous sessions, POOL/PACT HR will be tracking and summarizing bills that may be relevant to our public-sector members’ employment policies and practices.  An updated list of the bills we are tracking will be posted to the POOL/PACT website at the beginning of each week.

    HR ALERT: Title IX January 9 Ruling 1-9-25

    On January 9, 2025, a federal district court in Kentucky issued a ruling striking down the 2024 Title IX Regulations that took effect in August 2024. This ruling appears to apply nationwide and as such, has vacated the 2024 final rule, meaning that school districts will be back to operating under the 2020 regulations.
